Our leadership team

After careers in law and accounting involving complex corporate advisory work, Vikram launched SIG to help federal agencies optimize their operations and offerings. In route to the launch, Vikram worked in the areas of government contracting, business management consulting, complex project design and implementation, legal services, financial analysis, real estate development, web application development, tax, ADA compliance, nonprofits, and mergers and acquisitions. Vikram most recently served as a shareholder at Bean, Kinney and Korman, and previously held positions at Skadden, Arps, Slate, Meagher & Flom LLP, and Ernst & Young LLP in the metro D.C. offices. Committing himself to causes supportive of the American for Disabilities Act, Vikram serves on the boards of the Seeing Eye organization and the National Industries for the Blind. A former CPA and admitted to the Bar in Virginia and the District of Columbia, he graduated with a J.D. and LL.M from Georgetown University Law Center, as well as a B.A. in Economics and Masters of Accountancy from George Washington University.

Fritz Finley is a creative problem solver who brings innovation through leadership, strategy, and implementation to the challenges of cloud transformation, cyber security, data analytics, DevOps, and automation to meet key business outcomes. He has designed and led the efforts of a cloud management platform that is in use by fortune 500 companies. As a fractional CTO for a managed cyber security services company, he resolved operational and scaling issues and provided restructuring guidance that resulted in a successful sale to a PE group. With his experiences developing custom applications and integrating complex solutions, Fritz is hands-on in evaluating technologies and mentoring his workforce.

Paul has 35 years of experience in companies serving the public sector, managing closely-held government contractors, and leading M&A/corporate development functions. He has been a C-Suite executive, Director, and corporate officer for government services contractors, including Windwalker Group LLC, International Development Group LLC, Glevum Associates, and UFA, Inc. Previously, he served as Principal for two investment banks in the federal sector, providing buy and sell side services. Paul has also been Director/VP, Corporate Development for public and private federal contractors, last with Titan Corporation. He began his career with the Smaller Business Association of New England (SBANE), where he helped to pass the landmark Small Business Innovation Research (SBIR) Act. He earned bachelor’s and master’s degrees, respectively, from Northeastern University and Boston University.

Prior to his overseas service, Marc was a State Representative in New Hampshire, and then served as Senior Counsel to the House of Representatives Government Reform Committee for five years. Marc served in senior State Department positions in Iraq and Afghanistan for seven years. From 2004 until 2013 Marc served in various senior capacities, starting as the senior American consultant to a 250,000 employee ministry in Iraq, where he oversaw the Fallujah reconstruction program involving several hundred million dollars to rebuild the infrastructure and residences damaged in fighting, then became Deputy Director of the Iraqi Constitutional and Legislative Affairs Office, which trained senior elected officials in rule of law issues, including legislative drafting and forming of blocs to pass legislation. Following Iraq, Marc served in Afghanistan, where he acted as the Senior Advisor to the Regional Command Southwest. This position involved setting up civilian governance and stability operations. Marc was named as the Political Advisor to the COMISAF, (commander of all international forces throughout Afghanistan). This position involved daily cabinet level meetings with various Afghanistan ministers, along with senior NATO officials. In this role Marc was involved in forming the strategic narrative for the war and was actively involved in briefing the media. Following his wartime service, Marc opened several businesses (distilling and cider making) in both Vermont and Virginia, and served as a consultant and senior subject matter expert to US Marine leadership over the past seven years. Marc received his BA from Georgetown University and his JD from the University of New Hampshire.
